This plan was the result of a comprehensive community planning process led by SOM to develop a visionary plan to restore the city’s downtown and harbor-front. Several infrastructure projects were proposed to strengthen the fabric of the city and overcome barriers between different sections of the city. Improvements include a new “town square” that will create a significant new public open space for Waukegan, joining downtown to the harbor front, as well as the restoration of formerly contaminated sites into ecologically significant natural areas.
