The development of a vision that transforms a declining industrial town into an ecological and economically revived harborfront city has captured the hearts and minds of Waukegan, Illinois.

Once known for its heavy industry and governmental sector, the town has fallen into disrepair and struggling support. SOM led the multi-disciplinary team of planners, financial analysts, traffic engineers, ecologists and landscape architects to develop a visionary restoration of the city’s downtown and harborfront.

The plan calls for the development of 4,000 new homes, and 1,000,000 square feet of new retail, hospitality, entertainment, education and cultural activity. Most importantly, however, is the restoration of former contaminated sites into ecologically significant natural areas, becoming an international model for site sensitive redevelopment.
